Traffic is backed up on State Highway 1 in Wellington after the southbound lanes were blocked.

Waka Kotahi said there were lane closures in place due to a police incident and to expect delays in the area.

Delays on the road stretched back to the Ngauranga Flyover, it said about 7.40am.

”Consider using an alternate route and allow extra time for your travels.”

The Restore Passenger Rail group said it was taking action to block the busy Wellington motorway – the second time it had disrupted traffic this week.

They planned to hang a banner from an overheard signage gantry above SH1 near Bowen St, the group said in a statement.

One protester could be seen on the gantry while another blocked the stairwell.

One person could be seen sat on the gantry, while another blocked the stairwell. Police officers and Fire and Emergency NZ crew were at the scene.

One protester appeared to be arrested by police, while the other on the gantry was being spoken to.

On Tuesday, the group blocked State Highway 1 in Kilbirnie with a banner and one woman stuck herself to the road with a concrete-like substance.

Emergency crews are at the scene while the lanes remain closed.

The road was closed for about an hour, causing major traffic disruptions during rush hour.

Three people were arrested and charged with endangering transport, a police spokesperson said.

Two women aged 64 and 67 and a 19-year-old man appeared in Wellington District Court on Tuesday.
